Specify default html, head, meta tags for new documents

Subject  says  it all.  How does  one set the default html tags that get loaded  when no content is specified?

Makes sense.  I just assumed that since it was doing that already there was some parameter or something to load from a file.  My particular concern was loading in a file that had charset specified and making sure it matched the actual file encoding.

But I guess I'm over thinking it.  As long as I make sure what I write into there by default with the the meta charset my language is using, it should be fine. Thanks!

NOTE : Obviously I'm working in different in languages and in a non php programming environment.

Use UTF-8.
