controlling the editor output div vs p etc

hey guys ..

so far ive not been able to find the right spot for this in the code
id like to control the editor output for certain actions

ie

when i press center id like to have a p tag instead of a div tag .. furthermore id like to have a <div style="text-align: center;"> rather than a totally deprecated <div align="center">

if someone could point me to the file i should to take a look at .. thatd be sweet

I believe this is browser behaviour.  Try in different browsers and see if you get the same results.

i understand that browsers do take control over how thing are rendered and appear to the users, but why would a browser be responsible for the content of the page?
